Engineering

The Engineering Division is responsible for managing numerous aspects of the county road system, including programming paving and chip seal schedules, prioritizing bridge repair and replacement projects, issuing building, driveway, over-sized load, utility, and other Road Permits, procuring materials and equipment, reviewing development projects, ensuring compliance with The Manual on Uniform Traffic Control Devices, reviewing traffic control plans for conformance with the ODOT Traffic Control Plans Design Manual, reviewing drainage reports and stormwater plans for compliance with accepted drainage design standards (Oregon Drainage Law), and providing oversight of county road system data through use of the Integrated Road Inventory System (IRIS) platform.
 
The Engineering Division and Public Works Director share in the responsibility of managing county roads within Hood River County as prescribed in the Oregon Revised Statutes (ORS.368), including acting as the County Road Official.  The Road Official has numerous responsibilities and is instrumental in the process of acquiring or vacating county road Right-of-Way, coordinating efforts with federal, state and local jurisdictions, and ensuring tax dollars collected for county road purposes are used appropriately.  The Engineering Division is also central in administering Public Works projects and contract documents.  Please review the Projects & Proposals page linked below for information on current bid opportunities, engineering projects, project documents.

Additionally, The Engineering Division is responsible for managing compliance with County Road Design Standards, submitting Road and Bridge Ratings reports, and assessing applicable permit fees
