Hood River County operates under a Home Rule Charter, which has been approved by the citizens of the County. The Board of Commissioners serves as the policy-making body for Hood River County. The Commission is responsible for reviewing and adopting ordinances, resolutions, and orders, as well as implementing other policies to ensure that services are provided efficiently. Each commissioner represents a specific County District. Biographical information about each commissioner and the board chair follows.
To manage the day-to-day operations of the County, the Commission appoints a County Administrator, who acts as the County's chief executive officer. County Board of Commissioners work sessions and meetings are held on the third Monday of each month, unless a holiday occurs or a special meeting is scheduled. Jennifer Euwer - Commission Chair
I live and farm in the Upper Hood River Valley, growing pears and cherries that are packed and marketed through a farmer-owned cooperative. Working alongside other growers has deepened my belief in collaboration and the value of finding common ground—something I strive to bring to my role as County Commission Chair.
I’m committed to maintaining a healthy balance between environmental protection, economic vitality, and effective county government. My community involvement includes serving on the co-op’s Board of Directors, the Local Officials Advisory Committee, the Mid Columbia Agricultural Research and Extension Center Advisory Board, and Hood River’s HOPE, a nonprofit dedicated to affordable housing. I’ve also worked with Oregon’s Migrant Head Start program and remain active in local education efforts.
Since being elected Chair in 2022, I’ve gained a deeper understanding of the challenges we face—funding essential services, retaining staff amid high housing costs, supporting public safety, and planning responsibly for growth. I’m dedicated to fostering open, productive discussions that lead to real solutions for our community.

Leti Moretti - Commissioner District 1
I was born and raised in Hood River, the daughter of immigrant farmworkers who taught me the value of hard work and community. After playing softball at College of the Siskiyous, I earned my bachelor’s degree in Psychology from the University of Hawaii at Manoa.
Since returning home in 2010, I’ve been fortunate to serve in leadership roles focused on health, equity, and community well-being—managing programs at Nuestra Comunidad Sana and the Blue Zones Project, leading training and development at One Community Health, and now serving as Operations Manager for the Oregon Department of Human Services’ Self-Sufficiency Program in Hood River.
With more than 15 years of experience in leadership and community engagement, I’m also a Certified Senior Professional in Human Resources (SPHR). I’m passionate about empowering diverse communities and building strong connections. Outside of work, I love hiking, biking, and skiing in the Gorge, cheering for my son’s sports teams, and traveling with family and friends.

Arthur Babitz - Commissioner District 2
I’ve lived in Hood River for over 30 years and have been proud to serve my community as a Planning Commissioner, City Council member, and Mayor. I also volunteer locally—building and maintaining trails, and curating the photography collection at our county history museum.
My background is in electrical engineering, and I still work part-time in that field. I also serve on the Hood River White Salmon Bridge Authority and several local boards. When I’m not in public meetings, you’ll probably find me out mountain biking.
As a commissioner, my goal is to bring analytical thinking and practical management skills to county governance. My top priority is ensuring that Hood River County operates on a sustainable budget and has strong policies in place to keep it that way.

Ed Weathers - Commissioner District 3
I was born and raised in Hood River County in a multi-generational agricultural family and feel fortunate to call this place home. After graduating from Oregon State University in 1993, I spent a short time working in the California Bay Area before returning to Hood River for good in 1995.
In my free time, I enjoy golfing, cheering for OSU football and baseball, and spending time with my wife, Karen, and our energetic yellow lab, Tank.
Giving back to the community has always been important to me. I previously served on the Hood River City Council, the County Budget Committee, and the Planning Commission. I’ve represented District Three on the Board of Commissioners since January 2023. I take seriously my responsibility to provide the best possible services with the resources we have, to be a good steward of public funds, and to ensure long-term financial sustainability for future boards.

Chad Muenzer - Commissioner District 4
I’ve called Hood River home since early childhood. After graduating from Hood River Valley High School, I started my own business here in the valley. Over the years, I’ve served on the Hood River County Fair Board and the Wy’East Fire District Board, where I learned valuable lessons about planning, budgeting, and problem-solving.
I value hard work and sustainable agriculture. When I’m not at my shop, you can usually find me on a tractor tending to my hay fields, feeding my cattle, or enjoying the outdoors with my family.
I became a county commissioner because I believe in investing in opportunities for our youth and ensuring that future generations can build a good life here in Hood River County. This role continues to challenge and teach me new skills that help me serve our community more effectively.
